Energy Storage and Offshore Wind: present and future in the NYS Bulk Electric System

Abstract: NYS public policies like the Climate Leadership and Community Protection Act (CLCPA) and federal regulations such as FERC order 841 and 2222 are driving rapid change in the power generation mix and pose new challenges for control of the bulk electric system. The New York Independent System Operator (NYISO) operates generation and transmission components of the bulk electric system and administers the wholesale electricity markets for NYS. Reliable operation of the system and efficient market structures go hand-in-hand at the ISO level, and modifications to the electricity markets to accommodate new kinds of resources or operational situations require significant rigor and specialized expertise. In this talk we will discuss the dynamic reserve technology for offshore wind and current participation of energy storage as a standalone resource (and its hybrid/ aggregated derivatives) in the wholesale markets, as well as the outlook of projected energy storage adoption that results from the federal and state mandates.

Bio: John Meyer is a Senior Market Solutions Architect at the NYISO, where he supports market design initiatives in the wholesale Energy/Ancillary Service Markets and Capacity Market. He holds an MSEE in Power Engineering and is working toward a Ph.D. in Electrical and Computer Engineering from Clarkson University. His research interests include power engineering applications of optimization, ML methods and HPC that enable decarbonization of the bulk electric system. John also teaches for the Clarkson MSEE in Power Engineering distance program.

Shubo Zhang, Ph.D. is a Market Solution Engineer at the NYISO, where he supports market design initiatives in the Energy and Ancillary Service Market, as well as the Capacity Market. He earned his Ph.D. in Electrical Engineering from Cleveland State University. His research interests include power system operation, economics, and the application of machine learning techniques to energy markets. Shubo brings a wealth of expertise in electricity market dynamics and is passionate about advancing the integration of innovative solutions in market structures.

Matthew Musto serves as a Technical Specialist at the NYISO, where his career spans over twenty years focused on the enhancement of power system efficiency and reliability. A proud alumnus of Clarkson University, where he obtained his Bachelor’s in Electrical Engineering with a concentration in power systems, Matt has channeled his career expertise into specializing in the design and optimization of markets for energy and ancillary services. His pivotal role involves crafting strategic market solutions that not only foster optimal energy distribution but also enable just and equitable cost allocations. Committed to the progressive transformation of the energy landscape, Matt is at the forefront of integrating cutting-edge technologies and innovative economic strategies to boost grid performance and promote sustainable energy solutions at NYISO.
